Overview

The COEs are multi-disciplinary, university-based research and education Centers that conduct rigorous, innovative and useful research. DHS expects the COEs to break new theoretical and empirical ground as well as adapt existing approaches to Homeland Security missions and technology gaps. Research methods proposed under these funding continuations should be rooted in rigorous science and engineering disciplines. Knowledge generated by the COE's research must be amenable to integration with homeland security customers. As a whole, the portfolio of proposed projects should generate substantial original and cutting-edge research results. Applications for supplemental funding will be considered for research and education activities within the scope of work for each COE

This NOFO is for supplemental awards for existing Centers of Excellence (COEs) recipients:

  • National Counterterrorism Innovation, Technology and Education (NCITE) - University of Nebraska Omaha
  • Soft Target Engineering to Neutralize the Threat Reality (SENTRY) - Northeastern University
  • Critical Infrastructure Resilience Institute (CIRI) - University of Illinois at Urbana-Champaign
  • Coastal Resilience Center (CRC) - University of North Carolina at Chapel Hill
  • Center for Criminal Investigations and Network Analysis (CINA) - George Mason University
  • Center for Accelerating Operational Efficiency (CAOE) - Arizona State University
  • Center for Cross-Border Threats Screening and Supply Chain Defense (CBTS) - Texas A&M University
