Overview

Dear Prospective Applicants:

The United States Agency for International Development (USAID) in Albania would like to bring to the attention of Albanian and U.S. organizations a public announcement of the availability of Disability Program Funding to support programming in the area of Disability-Inclusiveness Climate Action. This competitive funding opportunity aims to facilitate persons with disabilities and their representative organizations in taking action to respond to climate change and bolster their resilience to the effects of climate change.

USAID/Albania seeks concept papers from eligible Albanian or U.S. organizations to propose innovative and effective approaches that will support programming in the area of Disability-Inclusiveness Climate Action.

USAID/Albania is keenly interested in concepts that focus on inclusive disaster risk reduction , but is also happy to consider other meritorious concepts.

USAID/Albania is interested in concepts that are narrow and specific in scope . Concepts should identify a clear, concrete, discrete problem and propose a solution that has concrete outputs .

Subject to the availability of funds, USAID expects to fund individual programs in the category of ranges (1) from $300,000 to $500,000 and (2) from $500,000 - $1,000,000 (per individual award). The duration of the proposed activity should be within 24 to 36 months.

In order to promote consistency and for ease of review, all applicants must use the Standard Application Form which is included as Attachment 1.

Eligibility

Submissions of project concepts should be from qualified U.S. or non-U.S. entities, such as private, non-profit organizations (or for-profit companies willing to forego profits), faith- and local community-based organizations, private voluntary organizations, universities, research organizations, and professional associations. Local DPOs are strongly encouraged to submit project concepts. Preference will be given to qualified DPOs and/or any of the above organization types that directly collaborate with and/or award sub-grants to DPOs while meeting the requirements for funding. In their submissions to Missions, mainstream (non-DPO) organizations must include letter(s) of signed support from local DPOs they wish to partner with for the purpose of the project. Such letters should demonstrate significant involvement of the DPO(s) in the design, implementation, monitoring, and evaluation of the project. PIOs are not eligible to apply for funding under this program.
